Water hardness and laundry detergent dosing are connected, but rough towels alone do not establish that your water is hard. Avoid guessing from your neighbourhood or the taste of the water.
Check the supply reaching the machine
Consult the supplier's information for your supply area or use a hardness test. Record both the result and its units; values expressed in different units cannot be compared directly. If your building has a softener, consider the water actually entering the appliance.

Adjust dosing deliberately
Read the detergent table for measured hardness, load size and soil level. Do not automatically double the dose or combine several descaling products without compatibility instructions. Change one variable at a time and check rinsing results.
For rough towels, also investigate overloading, detergent quantity and drying. Water is not the only possible cause.
Separate cleaning from descaling
Cleaning the drawer and accessible components is different from removing mineral deposits. Use manufacturer-approved products and procedures, without mixing acids and bleach. Visible deposits, errors or unusual operation may need servicing rather than another vinegar cycle.
